Florida man held on $1 million bond after cutting off ex's new boyfriend's penis

WASHINGTON (Circa) - Justin Foster has been charged with attempted murder after cutting off the penis of his ex-girlfriend's new boyfriend.

The 28-year-old Florida native flew to Chicago from Atlanta to confront the man, according to The Chicago Tribune. Upon arrival, Foster rented a car and approached the man on the street, prosecutors working the case say.

Foster allegedly hit the man with a tire iron and then carved his initials on the man's leg. Authorities say the Florida resident then cut off the man's penis and threw it over a fence. Foster dragged the man behind a parked car as he bled out and then caught a flight back to Atlanta, prosecutors allege.

The man was discovered by a passerby who called police immediately.

Bond for Foster is set at $1 million but one prosecutor believes no bond should be set given how heinous the alleged crime is. If Foster makes bail, he'll have to pay $100,000 or 10 percent of his bond immediately.

“We’re talking about a very heinous crime here," Illinois assistant State’s Attorney Luis Muniz said. "A monetary bond is not appropriate.”

The man involved in this incident survived but will suffer permanent brain damage.
