Ted Cruz is actually pushing a bill to make El Chapo pay for the border wall

If the act was signed into law and acted on, it's still not clear if El Chapo's fortune would pay for the wall. Trump said in September 2015 he could get the wall built for $4 billion, but congressional staffers most recently estimated its cost at $66.9 billion.

Trump has insisted the wall will be built, but White House budget director Mick Mulvaney confirmed to CNN on Tuesday that funding for the wall wasn't a dealbreaker for this round of talks.
