Cellphone video obtained on Thursday shows a Los Angeles Federal Protective Service officer supposedly kicking a handcuffed man in the head outside of a federal building, reports CBS News.
Alex Garcia, who shot the video, said that he began filming because he felt the officers were using excessive force.
The reason for the arrest is unknown. So far, the department has not announced any action will be taken against the officers.
