President Obama lifted the sanctions with an executive order.
In the order, Obama wrote that "substantial advances to promote democracy," and other factors, like a civilian-led government, have improved conditions in the country.
The sanctions had been in place against the country since 1997. They were tightened in 2007. USA Today contributed to this report.
