A Texas judge has temporarily blocked the Obama administration's rules requiring that public schools let transgender students use bathrooms and locker rooms that correspond to their gender identity, rather than their biological sex.
The decision comes on the heels of a lawsuit involving 13 states: Alabama, Wisconsin, West Virginia, Tennessee, Oklahoma, Louisiana, Utah, Georgia, Maine, Mississippi and Kentucky. So far, only Texas has blocked the ruling, which initially arrived in May.

Public schools were not explicitly told they would lose federal funding if they didn't follow the ruling, but it was not ruled out.
Judge Reed O'Connor ruled that the White House did not follow proper protocols for giving advance notice, according to Reuters.
LGBT advocacy groups criticized the "shameful" decision.
